As far as building data centers, some electricians and construction workers are nomad employees who travel from job to job. They go where the money is. When the job is done, the nomads move on. If you ever stay at inexpensive (but clean) hotels, like Choice Hotels, Super 8, and the like, watch the number of work trucks during the week that are gone on Friday and back on Sunday night. Yes they bring in their per diem pay and the hotel gets paid, but the number of permanent workers who have jobs after the data center is complete can be very few.

Absolutely correct-and BTW specialist construction jobs needed very often not from town where being built.
